Add Team-Based Operator Factions

Divide operator skins into two opposing factions and restrict each skin to its corresponding side. This would prevent operators representing opposing military groups from appearing on the same team and make matches feel more visually consistent. Distinct faction appearances could also help players identify teammates and enemies more naturally. Each faction should offer enough operator variety and customization options to avoid making one side feel more limited than the other.
