Add Host Console Commands for Custom Matches

Allow custom match hosts to access console commands or admin controls for configuring private games. These commands could be used to spawn bots, prevent them from moving, and adjust other match behaviours. This would give hosts more freedom to experiment with gameplay systems, test different scenarios, or simply have fun with features such as the ragdoll physics.
